Position Description:

Ecompex is recruiting for a Technical Program Manager to provide financial support services to the Air National Guard and Army National Guard to ensure adequate funding to support various missions. The candidate must have specialized experience related to planning, programming, budgeting, and execution processes. Some responsibilities required of this role can include providing program management support, reviewing, and preparing proposals, assessing relevant training efforts, among other tasks.

Minimum Qualifications:

  • Must be a US Citizen.
  • Must have an active Secret security clearance.
  • Must possess a B.A. or B.S. degree in a related field.
  • Must have 5 or more years of relevant Technical Program Management experience.

Desired Qualifications:

  • Extensive experience with Microsoft Office suite including SharePoint, Word, Excel.
  • Strong communication, written, and verbal skills.
  • Experience working with the DoD or National Guard bureau (NBG).

Required Skills:

  • Experience with government contracting.
  • Experience reviewing and preparing RFPs.
  • Proficient in proposal assessment and implementation planning.
  • Experience assessing innovation training efforts.
  • Familiarity with Joint Experimentation support.
  • Experience providing planning and support for program efforts.

Responsibilities:

  • Weekly support for NGB participation in innovation efforts aligned with CNGB priorities.
  • Assess NG proposals for new or repurposed material and nonmaterial solutions, providing assessments of feasibility and impact and develop proposals for implementation.
  • Supporting program of instruction (POI) development, setup, and assessment of Innovation training efforts.
  • Provide support in the conduct of Hackathons and crowd sourcing activities in collaboration with DoD, public sector, and private sector partners.
  • Guiding NG efforts for prototyping/proof of concept of new capabilities monthly.
  • Integrating Innovation efforts across the 54 States, Territories, and DC.
  • Assisting in managing Innovation competitions.
  • Providing Joint Experimentation Support to identified priority innovation or proof of concept efforts.
  • Attending joint interagency experimentation planning meetings and forums.
  • Coordinating with National Guard experimentation leads to develop and scope requirements and objectives for external experiments.
  • Providing planning and support for NGB participation in the DoD Joint Concept Development and Experimentation (JCD&E) enterprise process.
  • Conducting proof of concept/proof of principle experiments/efforts to identify viable innovative capability/process modifications.
