Position Description:

Ecompex is recruiting for a National Guard Finance Comptroller to provide financial support services to the Air National Guard and Army National Guard to ensure adequate funding to support various missions. The candidate must have specialized experience related to planning, programming, budgeting, and execution processes. Some responsibilities required of this role can include assessing financial trends, creating, and managing financial reports, building financial management dashboards, managing financial data in DoD financial systems among other tasks.

Minimum Qualifications:

  • Must be a US Citizen.
  • Must have an active Secret security clearance.
  • Must possess a B.A. or B.S. degree in finance or related field.
  • Must have 8 or more years of relevant experience in finance and budgeting.

Desired Qualifications:

  • Extensive experience with Microsoft Office suite including SharePoint, Word, Excel.
  • Strong communication, written, and verbal skills.
  • Proficient in developing detailed and accurate financial reports.
  • Experience in building Financial Management Dashboards.

Required Skills:

  • Experience utilizing the following financial systems; Resource Management (RM) online, General Fund Enterprise Business System (GFEBS), Defense Agencies Initiative (DAI), ADVANA and Operational Data Store (ODS), Defense Enterprise Accounting and Management Systems (DEAMS), Planning Budgeting and Administrative System (PBAS).
  • Strong analytical skills to assess financial trends, obligations, and disbursements.
  • Proficient in utilizing spreadsheet tools for financial management.
  • Experience calculating metric percentages.
  • Experience performing financial impact assessments.
  • Strong knowledge of Federal financial regulations.

Responsibilities:

  • Provide draft Weekly Status Reports (WSRs) detailing a summary of financial data, including itemized monthly costs.
  • Monitor and protect all personnel personally identifiable information (PII) from unauthorized disclosure.
  • Report and project current and expired year obligations and compare historical averages.
  • Analyze historical funding trends, providing written explanations for changes and impacts in funding across fiscal years.
  • Analyze historical disbursement trends to identify programs and inform on distribution of fund decisions.
  • Produce Monthly Execution Review (MER) charts based on appropriations, portfolios, and programs.
  • Maintain routine status of funds reporting metrics, identifying discrepancies within and between systems.
  • Integrate information from financial systems to show funding and execution status, adapting to changes in systems as necessary.
  • Update and maintain a tracking sheet for fund distribution to major account categories.
  • Calculate metrics percentages for Program Budget Guidance (PBG) Obligation, Allotment Obligation, and Unliquidated Obligation (ULO).
  • Produce a compact Leader Summary weekly report with essential information.
  • Create executive-level monthly reviews including various financial reports and projections.
  • Assess loss of buying power due to grow back/fallout for ARNG and ANG.
  • Assess the effectiveness of programming and budget.
  • Build and maintain spreadsheet tools to assist in balancing AFP and allotments between financial systems.
  • Assist in building Financial Management Dashboards.
  • Review corrective action plans for completeness and accuracy.
  • Provide financial impact assessments for transactional errors reported monthly.
  • Assist in preparing new or updated financial policies, procedures, and documentation.
  • Provide recommendations and advice on financial policy and guidance based on federal financial regulations.
