Position Description: Community Planner

Ecompex is currently seeking a full-time Community Planner supporting the Air Force Civil Engineer Center (AFCEC) in San Antonio, TX. Program operations include installation planning, climate resiliency, airfield planning, and encroachment management as it pertains to mission sustainment. The ideal candidate will have experience working with multidisciplinary teams to develop accurate and concise written and visual documentation, implement best practices and will use established team guidelines for developing deliverables and will ensure that tasks are delivered with a high level of quality. Travel is required.

 

Primary work location will be Joint Base San Antonio (JBSA)-Lackland near San Antonio, Texas. (Hybrid work schedule available).


Minimum Qualifications: Community Planner

  • Must be a US Citizen
  • Bachelor's degree in related field such as Urban Planning, Architecture, Engineering, Geophysics, Political Science, etc.
  • 4+ years of experience in one or more of the following areas:
    • urban planning
    • installation planning
    • geospatial analysis
    • environmental/climate resiliency
    • civil engineering
    • GIS (Geographic Information Systems)
Desired Qualifications: Community Planner
  • American Institute of Certified Planners (AICP) Certification


Responsibilities: Community Planner

  • Provide expertise and support in one or multiple of the following programs:
    • Climate Resiliency
    • Geospatial Analyst
    •  Training
    •  Installation Plannning
    •  Transportation Planning
    • Comprehensive Planning Platform 
  • Participate in and host training events for Comprehensive Planning programs to include installation development planning, climate resiliency planning, stakeholder involvement/engagement, enterprise planning, etc.
  • Conduct technical studies, analyses, and evaluations that support AFCEC/CPP planning efforts
  • Assist in the analysis and tracking of requests for airfield waivers, and determine their technical sufficiency in accordance with Unified Facilities Criteria (UFC)
  • Utilize templates for Comprehensive Planning Platform migration and to any requirements within the United Facilities Criteria (UFC) (Installation Master Planning and Severe Weather/Climate Hazard Screening and Risk Assessment Playbook)
  • Draft reports detailing Transportation Network Plans and other component plans for conformance with applicable Air Force and DoD planning guidance
  • Provide support on standardization, project validation, and completeness on the current portfolio of permanent and temporary airfield waivers
  • Review planning products from other AFCEC Divisions with the AFCEC National Environmental Policy Act (NEPA) Center of Excellence to identify and communicate future requirements which require NEPA/ Environmental Impact Analysis Process (EIAP) and AICUZ support
  • Update the Comprehensive Planning Platform (CPP) and Planning Mission Data Sets (MDS), utilizing information in comprehensive planning products (i.e., IDP, District Plans, Operational Noise, AICUZ studies)
  • Coordinate with stakeholders about new and existing processes, procedures, and associated work products in support of AFCEC/CPP installation and regional development planning programs, strategic initiatives, comprehensive planning, new mission requirements, and other strategic planning initiatives supporting enterprise planning
