Position Description:

Ecompex is recruiting for a Senior Program Manager to provide Knowledge Management and Program Support Services to the Department of Homeland Security. The candidates role will be crucial in accomplishing various missions to provide the necessary security for information sharing and to enable DHS to provide federal, state, and local officials with the technology and capabilities to protect the homeland.

Minimum Qualifications:

  • Must be a US Citizen and be able to pass a Tier 1 background investigation to be placed in a position of Public Trust.
  • Must possess a B.A. or B.S. degree and have 10+ years of relevant experience.
    • Or
  • Must possess a Master’s degree and have 5+ years of relevant experience.

Desired Qualifications:

  • Extensive experience with Microsoft Office suite including SharePoint, Word, Excel.
  • Strong communication, written, and verbal skills.
  • Proficient in tracking project progress.
  • Experience managing personnel.
  • Effective decision making skills.
  • Experience developing and conducting training sessions to personnel.

Required Skills:

  • Experience in business process re-engineering principles.
  • Proficient in performance management to establish performance metrics.
  • Proficient in statistical process control methods, with the ability to analyze data.
  • Experience conducting individual and organizational assessments and evaluations to identify areas of improvement.
  • Familiarity with process modeling and simulation.
  • Experience in strategic and business planning to ensure effective decision making and plans to achieve business objectives.
  • Experience in change management methodologies to lead organizational transitions if necessary.
  • Experience in organizational development.
  • Strong understanding and experience with quality assurance principles.
  • Knowledge of regulatory compliance to ensure adherence to standards.

Responsibilities:

  • Oversees the development and alignment of contractor staff to meet Government requirements at the task order level.
  • Ensures quality and timely delivery of contractual items according to contract terms and conditions.
  • Acts as the primary point of contact with the Contracting Officer’s Representative (COR) and Contracting Officer (CO).
  • Manages day-to-day contract execution, potentially across multiple groups and locations.
  • Establishes and maintains technical and financial reports to track task order progress.
  • Delegates responsibilities to subordinates and ensures successful contract/task order completion.
  • Maintains effective client interface with the COR.
  • Motivates contractor staff and ensures they receive adequate training to perform their roles effectively.
  • Contributes to the evaluation, analysis, and development of recommended solutions.
  • Resolves complex problems using in-depth knowledge of subject matter related to the designated field or discipline.
  • Applies principles and methods of the subject matter to develop specialized solutions.
